OFF-SITE REVIEW COMMENTS
In accordance with the policies and procedures of the South Carolina State Office of Human Resources and the South Carolina State Board for Technical and Comprehensive Education (SBTCE), Northeastern Technical College is required to annually evaluate the effectiveness of its administrators, including the chief executive officer.  However, the off-site committee found no evidence that evaluations were conducted of administrative officers other than the president.  The on-site committee should seek evidence that the institution evaluates the effectiveness of its administrators.

COLLEGE FOCUSED RESPONSE
The president of the College evaluates each administrator on an annual basis in compliance with the policies and procedures cited above.  Documentation for this item was inadvertently omitted from the Compliance Certification. 

The president utilizes the Employee Performance Management System (EPMS) form as the principal tool in evaluating administrators.  The evaluation process includes two phases:  the Planning Stage, at which time the president meets with the administrator to develop evaluation objectives and other criteria for the coming year; and the Evaluation Stage, when the president assesses the performance of the administrator in light of those criteria.

EPMS evaluation forms are included for each administrator for two evaluation cycles (Social Security numbers omitted).  Administrators are listed below:
